Startup and Implementation of Projects financed through the CFPs by the NSAs

ReCoMaP Result Area 6

The "Call for Proposals" process consists of two stages: (i) submission of a Concept Note, and (i) submission of a Full Proposal. First of all, the concept notes submitted by the applicants go through an administrative check. Those that pass through this first stage are sent to independent assessors for technical evaluation. Thereafter, an Evaluation Committee is convened to deliberate based on the scores and recommendations formulated by the assessors. However, for the decisions of the evaluation committee to be applicable, these should necessarily be approved by the Contracting Authority (the IOC) and the EU delegation in Mauritius. After that, the shortlisted applicants are invited to submit their full proposals, which pass through the same evaluation process as the concept notes.

Each project ultimately selected is now benefitting from a grant ranging from 10,000 to 100,000 Euros.

CFP2:

  • The second Call for Proposals (CFP2) was launched in December 2008. The 356 applications submitted by the NSAs were evaluated in accordance with procedures in effect. The evaluation process itself started in March 2009 and ended in October 2009. As a result of this process, 34 projects (see table: 300 KB) were selected and funded by ReCoMaP.

In all, 63 projects submitted by NSAs have been funded by ReCoMaP through the 2 Call for Proposals. These grants amount to 5,471,071 Euros. The projects, which are actually being implemented, cover all ReCoMaP countries, including Somalia.

To date, 5 projects from the 1st Call for Proposals have been executed and are now closed, notably, 2 projects in Comoros, 1 in Tanzania, 1 in Seychelles and 1 in Madagascar.
