ICZM in the Western Indian Ocean Countries

 

Project activities listed here were specific to the improvement of ICZM structures, general ICZM Processes and National and Local ICZM Plans in particular. ReCoMaP supported of course numerous other activities, which did only indirectly relate to ICZM or which were supporting structures and processes. These activities can be found elsewhere on this website.

As a form of pre-cursor to a Regional ICZM Policy Platform to be established over time, ReCoMaP introduced the 'Conferences of National ICZM Committees in the Western Indian Ocean Region' with the first conference held in Mombasa from 24th until the 28th March 2010. A second and third conference will follow in March 2011 and August 2011, respectively. The 1st Conference of National ICZM Committees in the WIO Region had two main objectives:

  • To provide a policy and governance forum for exchange and discussion on the implementation of ICZM at the national level, including the development process, nature and implementation status of relevant national policies, legislation and plans.

  • To further elaborate, discuss and obtain support of countries for the possible development of an ICZM Protocol to the Nairobi Convention, including the development of recommendations into the 6th Conference of the Parties (COP6) of the Nairobi Convention.

The Conference was structured into two main parts. The first part focused on status reports from representatives of National ICZM Committees in the region. A few sub-national committees, such as those in Moheli and Anjouan (Comoros), Rodrigues (Mauritius) and Zanzibar (Tanzania) also made presentations. The second part of the conference specifically sought government views and expectations concerning a Regional ICZM Protocol. Country delegates presented respective documents to the Conference for discussion. All presentations and relevant documents were digitally compiled into a CD, which is available to regional stakeholders. National ICZM Committees & Frameworks

With the support of ReCoMaP, National ICZM Committees were either formally established or consolidated in all WIO and ESA Countries. Additional Local ICZM Committees have been established in Rodrigues, Zanzibar, the Comorian Islands of Anjouan, Moheli and Grande Comore, the Malagasy Regions of Menabe, Nosy-be and Atsimo Andrefana and the Mauritian areas of Flic-en-Flac and Le Morne & La Gaulette.

National ICZM Committees are the central bodies positioned in the middle of frameworks of national ICZM stakeholders, which are to the larger parts national Government sector agencies like the Ministries of Environment, Finances, Economy, Planning, Agriculture, Social or Education. However, Non-State Actors (NSA) and larger Community-based Organisations (CBO) are now represented as well.

 

 

National ICZM Plans

National ICZM Plans are based on National ICZM Strategies, Policies and other ICZM relevant legislation. National ICZM Plans are multi-sector development plans which do not replace but augment overall national development plans and sector specific development plans. They are the central key elements in the establishing of sustainable ICZM. They provide clear targets over time, policy development strategies, planning modes, monitoring schemes and evaluation mechanisms making use of the national framework of ICZM stakeholders.

 

 

ICZM Country Updates

Comoros


 

  • The Comoros National ICZM Committee has been formally established as the ICZM Sub-Committee of the Commission Nationale de Développement Durable (CNDD)
  • Three Island ICZM Committees on Anjouan, Moheli and Grande Comore are formally established as Comités Insulaires du Développement Durable (CIDD)
  • Five issue specific Working Groups were created under the CNDD and 16 issue specific working groups were created under the CIDDs
  • The National ICZM Plan of Comoros has been prepared
  • The Island ICZM Plans of Ngazidja (Grande Comore), Moheli and Anjouan have been prepared

Kenya


 

  • The National ICZM Steering Committee (former ‘National ICZM Policy Steering Committee’) was consolidated
  • The National ICZM Policy of Kenya is finished and will be endorsed to Parliament
  • The National ICZM Steering Committee, together with NEMA, and with support from UNEP and ReCoMaP, developed the national Strategic Action Plan (SAP) and the National Plan of Action (NPA), in which ICZM is included


Madagascar


  • The National ICZM Committee (Comité National GIZC - CNGIZC) has been formally established in December 2008
  • In February 2010, with support from ReCoMaP and WIO-LaB, the ICZM Strategy of Madagascar was approved by the National Cabinet
  • An Administrative Secretariat to the CNGIZC was created in October 2009
  • Regional ICZM Committees have been formally established in the Regions of Menabe, Nosy-be and Atsimo Andrefana, in 2011
  • With support from the Nairobi Convention, the GEF WIO-LaB Project and ReCoMaP a national Strategic Action Plan (SAP) was finalised and endorsed
  • With the support from WIO-LaB and flanked by ReCoMaP, a National Action Plan on Land-based Sources (of Pollution) and Activities was developed in February 2010. It is currently in its early implementation stages.


 

Mauritius & Rodrigues (Republic of Mauritius)


  • The National ICZM Committee was already established before ReCoMaP but received operational support from the project
  • The Regional ICZM Committee of Rodrigues was formally established with ReCoMaP support
  • A National Environmental Policy and a National Environmental Protection Act exist including specific sections and provisions on ICZM
  • Mauritius decided to concentrate on the areas of Flic-en-Flac, Le Morne and La Gaulette as focus/ pilot areas for the development and implementation of ICZM
  • Local ICZM Committees were established at Flic-en-Flac and Le Morne / La Gaulette as Sub-committees to the National ICZM Committee
  • The Department of Environment & Sustainable Development (DOESD) developed the Strategic Plan for ICZM for Mauritius and Rodrigues in early 2011
  • With support from the Nairobi Convention and the GEF WIO-LaB Project, a National Strategic Action Plan (SAP) was finalised and endorsed
  • As an addition to the existing divisions under the DOESD, among them also the ICZM Division, Mauritius established a special Division on Climate Change in January 2010

 

Seychelles


  • The National ICZM Committee has been consolidated
  • A National Coastal Environmental Policy exists as part of the Environmental Management Plan of Seychelles (EMPS 2001-10-period)
  • The new Website of the EMPS (www.emps.sc) has been finalised and is online
  • The EMPS has been replaced by the Seychelles Environmental Strategy 2011-20 (SES), the development of which was significantly supported by ReCoMaP.
  • With support from ReCoMaP and UNDP, 12 working groups have been operationalised, each covering one of the thematic areas of the new Seychelles Environmental Strategy (SES).

 

Tanzania & Zanzibar (United Republic of Tanzania)


  • ReCoMaP supported the National Steering Committee on Integrated Coastal Management ('ICZM Committee') of Tanzania (NSC-ICM). This committee is however currently under review and may be restructured following the review of the NICEMS.
  • ICZM and Technical Working Groups exist under the NSC-ICM
  • The ICZM Technical Committee and the National ICZM Steering Committee of Zanzibar were formally established with ReCoMaP support
  • A National Integrated Coastal Environmental Management Strategy exists in Tanzania (NICEMS, 2003), but is currently under review
  • A National ICZM Plan for Zanzibar was prepared in August 2009
  • With MACEMP and DANIDA support, District-level ICZM Committees were created
  • Several District ICZM Plans were prepared over the past five years and are pending endorsement at national level
