ReCoMaP's activities related to training capacity (and investments) were varied and the majority were actually incorporated into activities that are described within the Result 1, 3, 4, 5 and 6.
Perhaps one of the more significant aspects of the Programme's treatment of this Result Area was however the decision to review the demand and feasibility of delivering resources through Regional Centres of Excellence. To this end, a Training Demand and Supply Assessment (TDSA) was undertaken across 6 partner countries by local consultants contracted by ReCoMaP, following a methodology developed by the Programme itself.
The overall result of this TDSA was that the notion of regional centres of excellence was not something that partner countries were in favour of and with the mandate of the Regional Steering Committee, the European Union and the Indian Ocean Commission, ReCoMaP delivered capacity-building through a wide variety of means and institutions. Similarly, the investments were delivered to one training centre or educational establishment in each country, certainly a more equitable approach but also one grounded in a realistic understanding of the training situation in the Western Indian Ocean.
